Patrolman Lost Foot In Car Crash

EAST LONGMEADOW, Mass. -- A police officer from East Longmeadow who lost his foot in a car crash will have to pass an agility test in front of selectmen before he can return to his job.

Officer Fred Bailey says he'll take the test, but feels the 2-1 vote by the board is unfair because his doctors and physical therapists have both provided written notes saying that he can resume his duties.

Bailey was fitted with a prosthetic foot after the January accident.
Selectmen chair Enrico Villamaino says the agility test is essential to determine whether Bailey can perform the duties of a full-time officer.

Selectman Joseph Townshend, who voted against the test, said the doctors' notes should be enough proof that the officer can do the job.

WEST SACRAMENTO - A California Highway Patrol officer who lost both legs in a traffic accident last year is returning to work on "bionic legs" after proving his fitness with tests such as running the 100-yard dash in 20 seconds.
"I probably still could outrun four or five guys in my office, even on these legs," officer Mike Remmel joked Wednesday after demonstrating his new prostheses at the CHP academy in West Sacramento.
Remmel, 47, is the first double amputee to be cleared for field duty after passing the CHP's difficult test using what officers call his "bionic legs," said CHP spokesman Tom Marshall.
Besides sprinting the length of a football field, new cadets and veterans returning from injuries must run 550 meters in two minutes, climb a steep hill, drag a weight and complete several agility tests.
Remmel spent more than a year in rehabilitation and training before passing the last test and getting his doctor's clearance Aug. 10, exactly 19 months after he lost his legs. He quietly returned to work four days later. CHP brass recruited him to give a motivational talk to cadets Wednesday and invited the media.
Remmel was completing a traffic accident investigation just after dusk Jan. 10, 2006, alongside Highway 49 near his hometown of Sonora. A confused 80-year-old driver struck him at 45 mph, sending him flying 23 feet over a tow truck.
He lost his left leg above the knee and his right leg below the knee. Three days later, Remmel came out of sedation after a near constant series of surgeries. He almost immediately began telling the officers around his bed that he would one day rejoin them on patrol. "No one believed me then," he said.
He learned to use a $40,000 computerized leg that can gauge his stride and react accordingly - technology recently developed largely for wounded soldiers returning from Iraq.
To pass the CHP's running tests, Remmel used a $30,000 pair of lighter, springier metal legs. He's run the 100 yards in 17.2 seconds - 18.6 seconds when he's wearing his bulletproof vest and gun belt.
"When I first started doing this, I was falling every 10 yards or so," Remmel said in an interview. Now he is so fast that he is considering competing in sports events for athletes with disabilities.
Using his computerized legs, Remmel played golf again for the first time Monday - and shot a better score than before the accident.
"I needed my old life to come back as much as possible," Remmel said of his motivation.
"I needed to know that nothing ended - and so far it hasn't."

Former Police Officer Works to Earn Badge Again
Ken Leonard is a former High Point police officer who is working to get his job back. He left the department in 2004 to work for a private security firm in Iraq. In December 2005, Leonard was seriously injured when a roadside bomb exploded. Because of the accident, both his feet were amputated. Wednesday, Leonard took the police department's physical exam to earn his badge again.

I know a few guys from the East Longmeadow P.D. I am told the guy is a problem child. The story goes much deeper than what is in the newspaper article.

Harry, you really are a sour apple. And what does welfare have to do with it? I'm curious, explain your feelings, don't hold back. And if you knew the guy and what lies in the backround you may not be so quick to defend, thats all i'm saying. Well I don't know him either, I just know what ive been told by people from the P.D, maybe they just don't like him, who knows. I better be careful, you and your sons might try and beat me up.

Rumors,unless you have firsthand knowledge keep your fingers quiet there was no reason for your post other than to hurt someone.

Hey Harry you're the ass and judging by your website you have been for a long time, and my post hardly was designed to hurt anyone. I can certainly take the word of someone who has first hand knowledge if I like. You will notice I mentioned that maybe the person did not like him and that was to be considered, so ease up old man. Alpha I don't Spread BS about other cops, (but I do like to berate) I just like to provoke some of the jokers on here who make it so easy, besides you know by now that when I toss a bomb its obvious, and there were no bombs in my previous post. Harry just has a nice stiff hard on for me, lol.

East Longmeadow Police Officer Waits to Return to the Force

EAST LONGMEADOW, MASSACHUSETTS (WWLP) - An East Longmeadow police officer who lost his foot in an off-duty car crash is one step closer to getting his job back.

When Officer Fred Bailey fell asleep at the wheel and crashed into a tree about a year ago, he lost his foot and his life changed forever, and even though two doctors say he is ready to work again, Bailey is still waiting for the thumbs up.

East Longmeadow police officer Fred Bailey jogs down this hallway with ease, despite the fact that he is missing a right foot. He lost his foot in the car accident in Wilbraham last January. He now walks on a prosthetic foot, but the officer is still not back on the job.
East Longmeadow Selectman Joseph Townshend said, "The history of the town is that most people return with a doctor's note. We asked him to go before a physician and the physician said he could return to work."
After the results of an independent doctor's evaluation were released, Selectman Joseph Townshend moved to reinstate the officer. Selectman Jack Villamaino wants to hold off on the decision.
"I think we've come this far and it has been such a lengthy ordeal, it would be imprudent for the board to take any action without at least having the advice and consent of the town labor council."
But, councillor Richard Hayes is out of town, so Bailey must wait. "Now that I'm cleared by their doctor, all I'm requesting is if you're going to keep me out of work, at least pay me the five days a week like they're supposed to. That's all I'm looking for," said Bailey.
While the independent doctors' report only expresses a few concerns about Baily's amputated foot, it does mention multiple reservations about four different documented incidents of 'temporary mental incapacitation' of Baily, including the one that led up to this accident, but either way, he was cleared by two doctors to work.

East Longmeadow Officer Pleased to Return to Work


EAST LONGMEADOW, MASSACHUSETTS (WWLP) - People at the gym call him their inspiration. Officer Fred Bailey is ecstatic right now. Despite losing his foot in a car accident, he has been officially cleared to go back to work on the East Longmeadow Police force.
The decision only took a few minutes to make, but the outcome means a man can complete his career as a cop. East Longmeadow Town Selectmen put Police Officer Fred Bailey back on duty only nine months after he lost his foot in a car crash.
Bailey said he was ready in July, but the town requested an independent doctor's report to be sure.
He was off duty when he fell asleep at the wheel and slammed into a tree last January. Bailey said he was driven to walk and run again. He added, "It was survival, it was just survival. I was looking to take care of my family and myself and I love my job and I like working for the town of East Longmeadow. I was dedicated to coming back."
East Longmeadow Selectman Joseph Townshend said, "We're talking about a man who has gone through therapy and who suffered trauma. He was severely hurt, and he's back to work, and that's what he knows how to do. He has 27 years with the force and that's all he knows."
The town's attorney said he sees the independent doctor's report as a clearing of Bailey on the amputated foot issue. However, he said it is also serving as a recommendation that the town closely monitor another condition Bailey has--one that has caused him to temporarily lose consciousness on four separate occasions, including the day he got into the car accident and lost his foot.
On the topic of monitoring Bailey's consciousness condition, Selectman Jack Villamaino said, "It's something we'll probably have to discuss more at length, but I wouldn't be able to comment without further discussion with council first."
Bailey said he will now have to go through some re-training because he has been off the force for almost a year. So far it is not clear exactly what day the officer will officially get back to work.
