The Norfolk County Sheriff's Office and various South Shore police departments were searching last night for a fugitive who escaped custody about 5 p.m. after being charged in Quincy District Court with a third shoplifting offense, said David Weber, spokesman for the sheriff's office. A shackled Sean M. Ciulla, 47, slipped from police while being led from the courthouse to a transport van, after giving a police officer a false name. Ciulla is 5-foot-7, 118 pounds, with brown hair, and brown eyes.

Police investigate how shackled man escaped

QUINCY - A shackled prisoner escaped police custody Monday outside Quincy District Court, slipping away undetected as fellow prisoners boarded a sheriff’s transport van.

Police believe the prisoner, Sean Ciulla, 37, was suffering withdrawal symptoms from a drug addiction. He was arrested during the weekend and faced charges at his arraignment of third-offense shoplifting and giving police a false name, said David Weber, spokesman for the Norfolk County Sheriff’s Office.

Exactly how Ciulla managed to escape was under investigation Monday night, though it was clear he had a head-start on police. According to a police source, sheriff’s personnel first noticed Ciulla was missing after the van returned to the county jail in Dedham. Weber acknowledged there had been a ‘‘time lag’’ but said he was unable to confirm that the van had made the 15-mile trip before the disappearance was discovered.

‘‘We are still investigating exactly how it happened,’’ said Weber. ‘‘If anyone spots him, dial 911 right away.’’

Sheriff’s deputies and Quincy police brought in dogs as they searched Quincy Center for Ciulla, who was shackled in leg irons and wrist irons when he escaped. He was last seen wearing a Boston Red Sox jacket, Weber said. He described Ciulla as white, 5 feet, 7 inches and 118 pounds, with brown hair and blue eyes. A photograph was not immediately available.

The time of the escape was also unclear. Weber said it occurred at 5:40 p.m., nearly an hour later than the police source said it occurred. The courthouse closes at 4:30 p.m. Quincy police were notified at 6:18 p.m.

It was not the first time a prisoner escaped sheriff’s deputies as they boarded prisoners outside the Quincy court.

In 1995, a 20-year-old Pembroke man nicknamed ‘‘The Phantom’’ for his talents as an escape artist slipped from his chains and the sheriff’s van as it arrived at the courthouse.

The man, Christopher Glover, had been charged in connection with a South Shore crime spree. Glover hijacked two cars after his escape, leading police on a wild chase through Quincy.

He was arrested after a standoff in a gas station parking lot, where he threatened to shoot a man before surrendering to police. He had no gun.

Glover’s 19-year-old girlfriend had slipped him a handcuff key, planted in her mouth, with a kiss the week before during a jail visit.
