Ipswich woman admits to Medicare fraud

IPSWICH - The owner of an Ipswich physical therapy practice could face up to 10 years in federal prison after pleading guilty Friday to billing Medicare and Blue Cross/Blue Shield for treatments not provided by a licensed therapist.
Dale Theberge, 44, the owner of Aquatic Therapy New England on Route 1, admitted to charges of health care fraud during a hearing in U.S. District Court in Boston. She faces sentencing on Dec. 20.
Prosecutors from the U.S. attorney's office said Theberge, who is not a licensed physical therapist, billed Medicare and Blue Cross for nearly $64,000 to pay for treatments she provided during the summer of 2003.
A licensed therapist had worked for Theberge until June of that year, then left; during July and August, there was no licensed physical therapist on staff, prosecutors said in their complaint, filed last month.
Both Medicare and Blue Cross will pay only for treatments with a licensed therapist. Theberge used the name and license number of the therapist who had left her practice in billing those two insurers.
Prosecutors charged that the treatments were actually being provided by unlicensed therapists.
As part of a plea agreement, Theberge has agreed to pay $63,800 in restitution to the insurers. She could also face fines and a period of probation.
The case was also investigated by the Department of Health and Human Services and the Internal Revenue Service.
