WASHINGTON D.C. — Metropolitan Police Department officer has been arrested on charges of attempted bank fraud in connection with a missing credit card after he responded to a home-security alarm, court records show.
Officer Donnay A. Davis, 25, of Capitol Heights, was arrested Sept. 17 after an investigation by the police department's Internal Affairs Division.
Court records state Officer Davis and another officer responded Aug. 27 to a single-family row house after the security alarm sounded accidentally.
The woman who lived at the home was not there at the time but told neighbors to let the officers in the house.
The woman said she later discovered that an unactivated card was missing from a credenza and that she received a call from Chase Bank to verify a suspicious attempted transaction on the card.
Court records show four transactions were attempted with the card — including two for a total of $1,404 at an automated teller machine, or ATM, in the Union Station garage and one for $302.50 at an ATM in District Heights.
A Chase official also told the woman the bank had received a phone call to set up a personal identification number for the card.
When the woman called the phone number that had called the bank, she heard on the voicemail the name "Donnay" -- which she learned from police was the name of an officer who responded to the alarm call.
A police department investigator later confirmed with the bank that a call was made from Officer Davis' number to set up the number and that the officer's phone was seized during a search of his home.
Surveillance video from the ATM in District Heights also showed Officer Davis and his car at the machine during the time of the recorded transaction attempt, police said.
Officer Davis, a patrol officer assigned to the Fifth District, has been with department since August 2003.
He was released on his own recognizance after his arrest, and police said he has been placed on administrative leave with pay.
Channing Phillips, a spokesman for the U.S. Attorney's Office, said Officer Davis waived his right to a preliminary hearing.
A status hearing in the case is scheduled for Oct. 10 in U.S. District Court.
