O'Toole Comments On Arming Irish Police

THE Garda Inspectorate has called for all members of the force to be given appropriate protection vests saying that no price can be put on the life of a garda.
Launching its third report yesterday, Chief Inspector Kathleen O'Toole said she feared for the safety of gardai on the frontline but would not be recommending the arming of officers as a matter of routine.
The former Boston Police Commissioner said she had no intention of importing the North American example where every officer carries a firearm.
She said the public has great respect for unarmed gardai but that there should be greater visibility of them on the beat.
Ms O'Toole said the shooting of Gda Paul Sherlock in broad daylight was a "horrendous and traumatic experience" for him and his family, but had not come as a surprise to her.
"Tuesday's incident outraged me but didn't surprise me as gun crime has become more prevalent.
"We're pleased we see so many gardai out there now with their stab vests, that are also bullet resistant as well, and will explore other technologies.
Going forward, our hope is that every member of the organisation not only has an appropriate vest, but that they wear that vest," she said.
Commenting on the marked increase in gun crimes in recent years, Ms O'Toole said she was confident that gardai "will catch up with everyone of these criminals at some point".
However, she said new technologies would have to be introduced to ensure intelligence could be relayed to frontline gardai instantly.
"It's a matter of having the information at the fingertips of frontline police officers so they know where to be when and who to focus in on.
"Technology must be in place to link all information sources to provide commanders with real-time, user-friendly data on crime and police resources available for deployment," she added.
However, Ms O'Toole argued that gardai could not fight gun crime alone and would need the help of the public.
She said a culture of intimidation existed and that gardai would have to work more closely with communities blighted by violence and provide protection for those who did come forward with information.
"It takes people in the neighbourhoods to stand up and say 'we're not going to take it anymore' ... It's a small percentage of people that is making life miserable for everyone else."
The inspectorate also criticised the standard of accommodation in some garda stations.
