WORCESTER— Two Police Department captains will be promoted to deputy chief this afternoon, giving the department a total of four deputy chiefs who, as of Sunday, will become the commanders of the four divisions.
Capt. Steven M. Sargent and Capt. Sean J. Fleming will become deputy chiefs at a ceremony at 12:30 p.m. at City Hall. The Police Department had three deputy chiefs before Deputy Chief Paul F. Campbell retired last year.
The addition of a fourth deputy chief position ensures the next police chief comes from the rank of deputy chief, said Police Chief Gary J. Gemme, who has no plans to retire anytime soon.
Officer Andrew R. Avedian will be promoted to sergeant and move from the Community Impact Division to the Bureau of Professional Standards, formerly known as the Internal Affairs Division.
Capt. Sargent will move from heading the vice squad and gang unit to commanding the patrol division.
A 22-year veteran of the department, Capt. Sargent has a master’s degree from Western New England College.
As a 21-year veteran of the department, Capt. Fleming moves from the Community Impact Division to commanding the administrative division of the department. He holds a master’s degree in criminal justice from Anna Maria College, a master’s degree in public administration from Clark University, and is completing his master’s degree in business administration from Worcester Polytechnic Institute.
The former DARE officer for the department, Officer Avedian is a 13-year member of the force with a bachelor’s degree from Anna Maria College.
