Could someone please explain to me what the X number is actually for? It appears to be only assigned to foreigners who have cars registered, but I cannot seem to locate anything on it.

I believe X numbers are assigned to people who have a driver's history but no license or vehicle registration, while A numbers are assigned to people who register cars but don't have a license.
Or the other way around.

Its the other way around. X numbers are assigned to people who register vehicles and have no license. "A" numbers are assigned to people who have come in contact with law enforcement, like a citation written warning, arrest, complain app., civil, so the registry assigns then a number when they do not have a Mass license. You can be from NH and have an "A" number, it is not reserved just for out of country people. Also an "X" number will 99% percent of the time never have a status, while an "A" number may have nothing, susp or revoked. If you do come across someone with an "A" number use that as there license number on the citation, this way the registry has all there history on one number and does not create two, three, four "A" numbers for one person. This also kicks in the suspensions for enough violations on the "A" number, so it has a little more bit at court when you take action for 90-23 rather than 90-10.
