Office on ‘verge of collapse’ thanks to Dr. Mark Flomenbaum

Gov. Deval Patrick has fired the state’s chief medical examiner after a months-long investigation of his tenure exposed severe management breakdowns leading to mishandled bodies, botched prosecutions and deplorable health conditions at the long-embattled agency, the Herald has learned.

A scathing report to be released today faults Dr. Mark A. Flomenbaum - who was hired with great fanfare in 2005 by former Gov. Mitt Romney - for a series of recent scandals that put the Office of the Chief Medical Examiner on the “verge of collapse,” according to an official briefed on the findings.

The report, completed by independent consultants Vance Worldwide, decries failures in basic supervision and management of autopsy services, said the official, who spoke on condition of anonymity. It also calls for the hiring of a new chief operating officer to oversee nonmedical functions at the beleaguered South End agency.


“The office has been so thoroughly mismanaged that it currently lacks the most basic infrastructure necessary to effectively support its core function,” the report states, according to excerpts obtained by the Herald.


The chief medical examiner’s office has been plagued by scandals since the mid-1990s. Just this week it came under added scrutiny after four employees tested positive for inactive tuberculosis, prompting fresh concerns about health and safety conditions at the agency.
