Video Flasher Waited For Traffic





A Sioux Falls man has been arrested for making disturbing home videos of himself in a high-traffic neighborhood.

Sioux Falls police arrested 60-year-old Verle Dills yesterday for publicly exposing himself. Dills faces six counts of indecent exposure for posing in front of his camera near Elmwood Park and Jane Addams Elementary.

Police are still going through the stack of some fifty videotapes they seized from Dill's basement bedroom yesterday. The tapes date back at least two years. Police say they show Dills exposing himself and simulating sex acts.

Police say Verle Dills would wait for cars to drive by before putting on his disturbing display before the camera that was rolling across the street inside a garage.

"It's very clear that he is waiting for these cars to come by and that seems to excite him more when there was possibility of getting caught," Loren McManus of the Sioux Falls Police Department said.

Police say a neighbor chased Dills out of a backyard Monday morning as he was carrying a camera and tripod. Investigators are concerned that Dills was expanding his video stage beyond the garage.

"It seems like it kind of started out in his front yard and then it moved into the boulevard and then a half or three-quarters of a block down the street and now in the neighbor's yard in this last incident, so there is certainly a level of escalation there," McManus said.

Police think Dills may have also videotaped himself in Cherry Rock and Falls Park. Police say based on what they've seen so far on the videos, Dills was not secretly videotaping anyone else other than himself.

A lawyer, who was not representing Dills, told the judge today that Dills is "trustworthy" and "honest." Tom Muilenburg said Dills had done construction work for him. Muilenburg questions the accuracy of the charges since no one complained about Dills before. Dills is being held on 10-thousand dollars bond.
