Thirteen members of the Outlaws motorcycle club were arrested overnight on federal drug and firearms charges in Brockton and Taunton, according to a spokesman for U.S. Attorney Michael Sullivan.
Details of the cases against the suspects remained sealed this morning, pending a 1 p.m. news conference at Sullivan's office. Brockton Police Chief William Conlan, Taunton Police Chief Raymond O'Berg and Plymouth County Sheriff Joseph McDonald will join Sullivan and state and local law enforcement officials at the press conference.
The Brockton Outlaws have had a location at 9 Hunt St. for several years. The Taunton club was located at 218 School St. in that city.
FIFTEEN MEMBERS AND ASSOCIATES OF THE OUTLAWS MOTORCYCLE CLUB NAMED IN FEDERAL DRUG AND FIREARM CHARGES
Boston, MA... Arrests today were sought of fifteen members and associates of the Outlaws Motorcyle Club on drug and firearm charges.
United States Attorney Michael J. Sullivan; Warren T. Bamford, Special Agent in Charge of the Federal Bureau of Investigation New England Field Division; Colonel Mark F. Delaney, Superintendent of the Massachusetts State Police, William Conlon, Chief of the Brockton Police Department, Raymond O'Berg, Chief of the Taunton Police Department and Joseph McDonald, Jr. of the Plymouth County Sheriff, announced today “Operation Roadkill”, a two-year investigation resulting in charges against fifteen members and associates of the Taunton Chapter of the Outlaws Motorcycle Club (the “Outlaws”).
An indictment was unsealed charging a total of fifteen members and associates of the Outlaws with conspiracy to possess with intent to distribute cocaine and marijuana. The indictment also charged the former President of the Taunton Chapter of the Outlaws with possessing a firearm in furtherance of drug trafficking.

In addition, TIMOTHY J. SILVIA, of 10 East Brittannia Street, Taunton, MA and TODD DONOFRIO of 25R Belmont Avenue, Stoughton, MA were charged by Criminal Complaint today, charging them with conspiracy to possess with intent to distribute cocaine and attempted possession with intent to distribute cocaine.
The indictment and detention affidavit filed with the Court, allege that the defendants are members or associates of the Taunton Chapter of the Outlaws, a violent motorcycle gang operating in Southeastern Massachusetts.
Throughout the two-year investigation, it is alleged that, in addition to drug trafficking and firearm offenses, the Outlaws engaged in a host of violent criminal activities, including an armed carjacking. It is also alleged that the Outlaws have been engaged in a gang war with the Hell’s Angels Motorcycle Club that has resulted in numerous shootings and fatalities.
“The Outlaws, and other organized gangs who sell drugs and engage in violent criminal activities, diminish the quality of life in our communities. Federal, state and local law enforcement are committed to working together to target illegal gang activity so that law abiding citizens can live without fear in neighborhoods across Massachusetts,” stated U.S. Attorney Sullivan.
Warren T. Bamford, Special Agent in Charge of the FBI said, "This federal investigation against the New England Chapter of the Outlaw Motorcycle Club is intended to send a strong message - criminal activity in our communities will not be tolerated. It is law enforcement's goal to end the reign of violence through threats of intimidation against the public that this group or any group uses."

I am extremely proud of the efforts of the Massachusetts State Police who have worked tirelessly along with the FBI and our local law enforcement partners to bring this criminal element to justice.” stated Colonel Mark F. Delaney with the Massachusetts State Police.
If convicted on these charges, the defendants face up to life imprisonment, with a 10 year minimum mandatory sentence. In addition, NOE faces a mandatory 5 years on and after on the firearms charges.
The case was investigated by the Federal Bureau of Investigation, New England Field Division, Massachusetts State Police, Brockton Police Department, Taunton Police Department and Plymouth County Sheriff's Department. It is being prosecuted by Assistant U.S. Attorney's in Sullivan’s Strike Force Unit.
The details contained in the indictment are allegations. The defendant is presumed to be innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
