Police union to file complaint with state

Marlborough - The union for the Police Department's superior officers is calling on the state to settle its contract dispute with the city.

The 17-member Police Command Officers Union - MassCop Local 366 - is made up of the city's sergeants, lieutenants and captains.

The union claims the city isn't following the terms of the latest contract and plans to file a complaint with the state Labor Relations Commission.

The union recently negotiated with the city over health insurance. During those discussions, the union agreed to pay for increases in health insurance premiums, and co-pays for prescriptions and doctor's visits, according to a statement released by the union.

In return, reads the statement, the union was "supposed to receive salary increases," to make up for the new cost of health insurance.

"They've been taking out extra money for the negotiated increase," said union president Lt. Robert Jusseaume, "but they have not honored their part of the agreement in the increases in the salary."

The union has filed a grievance with the city, said Jusseaume.

Members of the union are "extremely disappointed with the city and their failure to fulfill their obligations pursuant to a collective bargaining agreement reached by both sides," reads the statement.

Jusseaume said during contract negotiations, city representatives pushed the union to come to an agreement in a timely fashion so the new costs could go into effect July 1. He said they were "pressuring a settlement in establishing timelines."

When July 1 rolled around, extra money was subtracted from the commanders' paychecks to account for the health insurance increases, but the checks didn't show the salary increase.

"Members were under the impression that an agreed contract was negotiated in good faith and the city would fulfill their end of the agreement," reads the statement.

Mayor Nancy Stevens could not be reached for comment.

Marlborough - After claiming the city shorted them on promised salary increases, police supervisors were granted over $50,000 by city officials this week.

The payment comes a week after the 17-member Police Command Officers Union - MassCop Local 366 - filed a grievance against the city. The union claimed the city wasn't abiding by the terms of the latest contract.

"We're happy with the result of the meeting," said Lt. Robert Jusseaume, the union's president. "We were just surprised that we hadn't been funded. We were anticipating it would be funded."

Following a 5-0 vote by the city's Finance Committee, the City Council Monday voted to suspend the rules and OK'd the transfer of $50,196 to ratify the police contract.

Mayor Nancy Stevens said there was not a problem with the contract and the transfer was handled in a timely manner. She said during June's City Council meeting the contract was referred to the Finance Committee, which is a normal procedure.

"I never received a call," said Stevens. "I would have been happy to explain the process."

The initial dispute revolved around recent health insurance negotiations. During talks, the union agreed to pay for increases in health insurance premiums, and co-pays for prescriptions and doctor visits, according to a statement released by the union last week.

Starting July 1, the union was "supposed to receive salary increases" to make up for the new cost of health insurance. Last week Jusseaume said the city began taking the extra money out for insurance, but did not reimburse their salary.

Jusseaume said the union was in the process of filing a complaint with state labor officials against the city. After the city approved the transfer Monday night, Jusseaume said they do not plan to file the complaint.
