HOUSTON --
A police captain was reprimanded for his actions in an officer-involved death of a citizen, officials told KPRC Local 2 Monday.
Houston police said Capt. D.J. Williams received a written reprimand for not complying with department policy during an incident in which a man threatened officers with a hammer.
Williams did not call for the SWAT or hostage negotiation teams, officials said.
Officer Rodney Chaison shot and killed Omar Esparza at a home in the 5000 block of Curtin Street on Jan. 7. An internal investigation determined the shooting was justified, police said.
Investigators said officers used beanbags and a Taser gun to try to subdue Esparza, 21, before resorting to deadly force.
Family members said Esparza was mentally ill. Relatives said they called the police for help when Esparza threatened them.
Williams was assigned to the Tactical Operations Division at the time of the incident. He is now assigned to District 18.
