Job Summary:
INTRODUCTION: The Transportation Security Administration (TSA) is responsible for security relating to civil aviation, maritime, and all other modes of transportation, including transportation facilities and is the lead agency for security at airports, ports, and on the Nations railroads, highways, and public transit systems. TSA is responsible for Federal security screening operations for passenger air transportation and intelligence information related to transportation security; managing and carrying out program and regulatory activities; discovering, preventing, and dealing with threats to transportation security; research and development activities related to enhancing transportation security; coordinating inter-modal transportation security, including aviation, rail, and other surface transportation, and maritime transportation; and overseeing most transportation related responsibilities of the Federal government during a national emergency. TSA will manage the airport security workforce and promote security management for railroads, highways, pipelines, and public transit systems.
The incumbent serves as the Field Canine Coordinator (FCC) for the Transportation Security Administrations (TSA) National Explosives Detection Canine Team Program (NEDCTP), and reports to a designated NEDCTP Operations Branch Supervisor.


Major Duties:
As the FCC, the incumbent assists with management of the NEDCTP at multiple designated airports and mass transit systems. The FCC is the primary go to person, providing the appropriate leadership, technical expertise, guidance, and direction on NEDCTP program policy, standards and guidelines to a variety of stakeholders. The FCC serves as a liaison to and builds partnerships with federal state, and local government officials, including airport management and their staff, TSA Federal Security Directors (FSD), FAM Special Agent in Charge (SAC) Federal Security Directors (FSD), TSA Assistant FSDs for Law Enforcement and others to market, grow, and ensure the overall effectiveness and successful utilization of the NEDCTP. The type, content of and frequency of contact with stakeholders varies depending on the complexity of the airport or mass transit system. The FCC has primary responsibility for overseeing and evaluating the utilization and deployment of explosives detection canine team (EDCT) assets by personal observation, reviewing the teams utilization records, and recommending improvements to correct deficiencies. The FCC works in close proximity with explosives by observing canine team training. Additionally, the incumbent may perform inventory/inspection of hazardous (explosives) materials. In all cases when the FCC is in close proximity to live or otherwise dangerous explosives, the employee must exercise caution and follow prescribed techniques to ensure utmost safety and protection. The FCC provides management oversight for an average of 15 explosives detection canine teams (EDCT) within their assigned multiple transportations systems. Due to numerous geographically separated transportation systems, the incumbent must perform day-to-day assignments with significant independence, decision making and critical thinking. The FCC serves as a troubleshooter for a variety of areas not limited to EDCT utilization, explosives handling along with program oversight and management. The FCC has overall responsibility for ensuring smooth and efficient operation of the NEDCTP at their assigned transportation systems working in partnership with NEDCTP participants.
Additional duties include, but are not limited to:
CONDITIONS OF EMPLOYMENT: Position requires frequent travel throughout the coordinators assigned area in support of the transportation systems they have program oversight for, and at the direction of the Program Director. Incumbent must maintain a level of explosives safety handling expertise to identify unsafe and improper conditions, and immediately report such conditions.
PHYSICAL DEMANDS: May be required to stand for extended periods of time.
WORK ENVIRONMENT: Position is subject to hazardous duty pay, the hazardous duties as described in Principal Duties and Responsibilities paragraph above and approved by management, are a regular and recurring part of the position.


Qualifications:
Candidates must meet the qualification requirements of this position no later than the closing date of the vacancy announcement. All applicants must demonstrate one year of specialized experience equivalent to that of the next lower pay band/grade level in the Federal Service or private sector. For the SV-I pay band, applicants must have one year of specialized experience equivalent to the SV-H pay band or the GS-12 grade level. SPECIALIZED EXPERIENCE is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience will include working and training with, developing and managing a medium to large EDCT unit, along with superb administrative and communication skills; written correspondence, time management, multi-tasking, and public speaking.

Position Sensitivity: This is a Critical-Sensitive (Level 3) position and requires a Secret Security Clearance and completion of a favorable Single Scope Background Investigation (SSBI) or Background Investigation (BI) prior to appointment, unless a waiver is obtained. The incumbent will be subject to a 5-year periodic re-investigation.

  1. Technical Competency- Knowledge of effective explosives detection canine team (EDCT) deployment policy through direct involvement with a medium to large EDCT unit.
  2. Technical Competency- Knowledge of standard practices and procedures to train, evaluate, and recommend corrective action to increase an explosives detection canine teams detection proficiency.
  3. Technical Competency Knowledge of Federal regulations governing the safe handling and security pertaining to actual (not simulated) explosive substances used for explosives detection canine training aids.
  4. Interpersonal Skills- Considers and responds appropriately to the needs, feelings, and capabilities of different situations; possesses the ability to persuade others, build consensus and gain cooperation from others to obtain information and accomplish goals, facilitating win-win situation.
  5. Oral Communication- Makes clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed and facilitate an open exchange of ideas and fosters atmosphere of open communication.
  6. Written Communication- Expresses facts and ideas in writing in a succinct and organized manner through PowerPoint presentations, executive decision, background, policy memorandums and general correspondence.
  7. Planning & Evaluating- Determines objectives and strategies; organizes work; sets priorities; determines resource requirements; develops short or long term goals and strategies to achieve results; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; manages multiple tasks or projects simultaneously.

INTERCHANGE AGREEMENT: The Department of Homeland Security and the Office of Personnel Management has approved a civil service interchange agreement for the Transportation Security Administration (TSA).
