NORFOLK, Va. — A man wielding a gun prompted a standoff with police that closed Monticello Avenue for several hours until he surrendered peacefully shortly after 10 a.m. Thursday. It started about 6:20 a.m., when police responded to an area near a 7-Eleven store at 25th Street and Monticello on a report of a man with a weapon, police said. Capt. Wally Driskell said the first officer to arrive spotted the man, who had a handgun, and chased him on foot briefly. The man wound up in a fenced corner lot at Monticello and East 27th Street. More officers arrived, and police cordoned off the area and summoned the department's crisis negotiators. Several police cars with flashing lights blocked Monticello, and the man could be seen speaking on a cell phone and gesturing. Police kept spectators back several blocks and routed morning commuters around the scene. During much of the negotiations, Driskell said, the gun was in plain sight on the ground in the lot. Just after 10 a.m., the man walked out of the lot, toward a group of officers on the street. As an officer with a police dog on a leash approached him, he lay on the ground. He was quickly handcuffed. Driskell later identified the man as Jermaine L. Foreman and said he was in his 30s. Foreman was charged with possession of a firearm by a convicted felon and obstructing justice. Driskell said Foreman had been upset by an earlier conflict with someone.
