ALBUQUERQUE, N.M. -- The intersection of Jane and Candelaria was closed Thursday afternoon as an Albuquerque Police Department SWAT team negotiated a standoff. APD officials said Brandon Torres was one of the city's top five fugitives and was wanted in connection with a number of property and auto theft crimes, Action 7 News reported. Police said they learned of his location at a northeast apartment complex Thursday and approached the location. Police said Torres refused to surrender so the SWAT team was deployed when APD learned that Torres was armed. Negotiators eventually convinced him to come out and surrender. For approximately two and a half hours, APD evacuated neighboring apartments.
