Chief leaving for new job, more pay

WARREN— Police Chief Glenn F. McKiel has reached agreement on a three-year contract to become police chief in Manchester-by-the-Sea next month at a salary of $110,000.

The chief’s salary will increase 2.5 percent in each of the two successive years of the pact, according to Wayne C. Melville, town administrator in Manchester-by-the-Sea, who made Chief McKiel’s appointment official earlier this week.

“His start date here is going to be July 23rd,” Mr. Melville said yesterday. “As of last Monday night everything was official.”

Chief McKiel, 45, has headed the Warren Police Department since late 2002. His most recent salary was $81,875, which was contained in a three-year pact he agreed to a year ago.

“It’s very mixed emotions,” the chief said. “I leave Warren with a heavy heart. It is a good community with a good police department. For me it’s not an issue of being unhappy or ungrateful for any opportunity I had here. For me it’s an opportunity to grow and I’m looking forward to the challenges of the future.”

Selectman David A. Delanski said that once Chief McKiel officially notifies the town of his decision to leave, the Board of Selectmen likely will move quickly to find a successor.

“What would probably happen is we’d establish some type of (police chief) search committee and go from there,” Mr. Delanski said, adding that was the process followed in 2002 when Chief McKiel was appointed.

“I think we’d probably do something with an interim chief and again establish some type of committee to look at it and bring the names before the board,” he said.

A town police officer may be considered for the interim position, Mr. Delanski said, but he left open the possibility of going outside the department to fill the slot until a permanent replacement is found.

Losing Chief McKiel to another town was not unexpected, Mr. Delanski said.

“I have my doubts, if you find someone from outside the area, that he’ll stay,” he said. “Warren is more likely to wind up with someone who’s in the earliest part of his career and because of that is prone to leave and go other places.”

Despite the $110,000 salary in Manchester-by-the-Sea, Mr. Delanski said, he believes the nearly $82,000 paid by Warren to Chief McKiel was not insignificant. “I think it’s pretty competitive,” he said.

Chief McKiel has said he was always looking to improve himself professionally and financially, and he applied for the Manchester-by-the-Sea job because those criteria were attainable.

Warren and Manchester-by-the-Sea, near Gloucester, are comparable in population, the former with close to 5,000 residents and the latter 5,400 people. Manchester-by-the-Sea has twice as many full-time police officers, at 14, compared to seven in Warren.

Chief McKiel came to Warren from the Littleton Police Department. He accepted the police chief’s post in Winchendon last year, only to change his mind and remain in Warren.
