Cruiser Video Shows Fight With N.H. Cop & Shooter/Merged Threads New Video

(WBZ) CONCORD, N.H. Police cruiser video is out that shows the first confrontation four years ago between a New Hampshire police officer and the man who killed him last month.

The New Hampshire Union Leader posted video clips today on its Web site and the video site YouTube.

The clips show the January 2003 arrest that relatives and friends of Liko Kenney described as the catalyst of bad blood between Kenney and police Corporal Bruce McKay. Kenney shot McKay at a traffic stop last month, then was killed by a passerby.

Kenney supporters said the young man feared McKay, who they described as a bully cop. Friends and colleagues of McKay called him a dedicated officer and fallen hero.

In roughly 25 minutes of tape, Kenney, then 19, questions and berates McKay in an increasingly frantic and hostile tone, sometimes nonstop for several minutes. McKay had followed Kenney's tire tracks to a secluded parking area and asked for his license and registration.

McKay keeps an even tone during most of the initial conversation, sometimes staying silent as Kenney rants and uses explicit language.

Voices on the tape support court documents reporting that Kenney grabbed McKay's groin during a struggle and that McKay reacted by punching him in the face.

Kenney pleaded guilty to assaulting McKay and resisting arrest. He could have been sentenced to prison, but got 15 days in jail when McKay asked for leniency.

I am only half way through the first video and I will say already that McKay had ALOT of patience......... I would have ripped that kid out through the window two minutes ago......

Floyd Witnessed Attack On Policeman

CONCORD, N.H. -- The passer-by who fatally shot Liko Kenney in Franconia after Kenney had just killed and ran over a police officer said he wasn't thinking of killing anyone -- but he couldn't bear to watch an innocent man being hit by a car time and time again.

Gregory W. Floyd, who, along with his son, witnessed the shooting of Cpl. Bruce McKay last month, faces no charges for his actions. The Attorney General's office concluded that his killing of Kenney was justified by his concern for McKay's safety and his own.

According to documents released Monday, Floyd, an ex-Marine, picked up McKay's dropped gun, checked to make sure it was working, and confronted Kenney. He said he fired when Kenney refused his order to drop his weapon.

It wasn't the first encounter with police for Floyd, who told police he had "worked for the government in places and things you can't talk about." One of his questioners the night of the shootings had been called to Floyd's Easton home one night in 1997 to investigate a report of automatic weapons fire.

CONCORD, N.H. --
Video of a Franconia, N.H., police officer being shot and killed before his shooter was killed was released Monday.
The video was taken from a dashboard camera in Cpl. Bruce McKay's police cruiser on May 11. McKay had pulled over Liko Kenney, 24, on Route 116 in Franconia. Investigators said that Kenney tried to flee from the scene, leading to a brief pursuit.
Much of the video consists of the pursuit before its quick, violent end. McKay, 48, is shown getting out of his cruiser after blocking Kenney in, pepper-spraying Kenney and then walking away before Kenney points a gun out his car's window and pulls the trigger six or seven times.
Investigators said that McKay was actually hit four times, and Kenney then ran over McKay with his car.
A passerby, Gregory Floyd, witnessed the incident and ran to McKay's aid. Investigators said Floyd grabbed McKay's gun and ordered Kenney to drop his weapon. Floyd fatally shot Kenney once when Kenney appeared to be loading his gun, according to investigators.
The video shows McKay initially pulling over Kenney. Both vehicles are stopped for a few minutes before Kenney flees from the area. There is no indication on the video how fast the vehicles are traveling, but McKay eventually cuts in front of Kenney, forcing him to stop.
Kenney then backs his vehicle into a parking lot, and McKay pulls in front of him. Kenney begins backing his car up, and McKay follows, and the vehicles appear to collide at a low rate of speed. Kenney can then be seen holding his hands up as he stops his car.
McKay can then be seen approaching the driver's side of the car. McKay sprays pepper spray in the car, and as he is walking away, Kenney points a gun out of the car's window and fires six shots. McKay is out of the screen when he is shot.
A passenger in Kenney's car, Caleb Macauley, can be seen holding his hands over his face and leaning toward the passenger door as the shots are fired.
Kenney then drives away. Some sounds can be heard while the camera remains focused ahead. The video does not show Kenney getting shot by Floyd.
Other evidence from the case, including interviews from witnesses, was also released Monday.
Dashboard video was released last week of an earlier encounter between McKay and Kenney that eventually led to McKay and other officers subduing Kenney.
In a report, prosecutors said McKay was justified in using nondeadly force on Kenney, 24, partly because of the previous violent confrontation between the men in 2003. The attorney general also said Floyd was justified in shooting Kenney.
"All of the actions by Cpl. McKay constituted a reasonable use of nondeadly physical force by a law enforcement officer," the report said.

Kenney's Passenger Describes Shootings In Police Interview

Officials Release Interview, Other Materials Related To Investigation

MANCHESTER, N.H. -- The passenger of a Franconia man who shot and killed a police officer before he was shot himself described the shooting in police interviews released this week.

Liko Kenney, 24, shot Cpl. Bruce McKay during a traffic stop in May. A passerby then shot and killed Kenney with McKay's gun after going to the officer's aid.

Caleb Macaulay was a passenger in Kenney's Toyota Supra when McKay pulled the car over. In an interview with News 9 days after the shooting, Macaulay was overcome with emotion and couldn't describe the shootings. But when police interviewed him that evening, he kept his composure when questioned about the events.

Macaulay said that he and Kenney got off work at 5:30 p.m. and ran a few errands. Soon after, McKay spotted Kenney's car speeding on Route 116.

"He asked McKay if he could have another cop there as a witness or another cop deal with the whole -- the speeding, whatever it was," Macaulay said in the police interview. "McKay said, 'That's not your choice.'"
