WEST HARTFORD, Conn. --A 32-year-old Tolland man accused of being an Internet sex predator has been arrested again for linking up with a 14-year-old girl while free on bond from a previous arrest.
Scott C. Shefelbine, was charged in an arrest warrant Tuesday with risk of injury to a minor and two counts of disorderly conduct, police said.
Shefelbine told the 14-year-old girl he was 17, police said. He is accused of establishing the relationship by sending Internet instant messages to the girl. The relationship progressed to Shefelbine's meeting with the girl, police said.
The Internet messaging and meeting in West Hartford allegedly occurred this year, according to police.
Shefelbine has been under electronic monitoring by the bail commissioner's office in the Tolland Judicial District since his initial arrest last fall on several sexual assault and risk of injury to a minor charges.
During an arraignment in Superior Court in Rockville in October 2006, a judge ordered Shefelbine to have no contact with girls 18 and under and to not use the Internet. Shefelbine was also ordered to wear a monitoring device on his ankle.
In November, Shefelbine was charged Wednesday with restraining and attempting to rape a 15-year-old girl in a parking lot at Tolland High School.
Shefelbine had been charged Oct. 10 for allegedly raping one girl and having sex with other minors. About two weeks later, he was charged with second-degree sexual assault, impairing the morals of a minor, and delivering alcohol to a minor, police said.
State police said that arrest stemmed from a sexual assault of a 15-year-old girl at his home in August.

The ONLY way to stop these perverts is to lock them away forever, or administer the big needle. Preferably the latter.

It simply infuriates me that there are people out there ready & willing to ruin a young child's life for their own selfish desires.

The lawmakers don't have the guts to enact execution/life imprsionment legislation for these pices of shit for life. At the very least, you'd think they'd propose harsh mandatory minimum sentences akin to trafficking penalties.
