LAPD Chief Lobbies For Anti-Gang Bill

Los Angeles Mayor Antonio Villaraigosa and police Chief Bill Bratton are scheduled to testify before the Senate Judiciary Committee in Washington Tuesday on behalf of an anti-gang bill that would provide funds for the city.
S-456, the Gang Abatement and Prevention Act, whose authors include Sen. Dianne Feinstein, D-Calif., would toughen federal penalties for gang-related violence and provide more than $1 billion for anti-gang programs over five years.
The bill has drawn criticism from what opponents call its overly broad definition of gangs and gang crime and heavy emphasis on punishment.
The funds are critical to supplement Villaraigosa's local gang reduction plan, which was approved last month by the City Council as part of the city's spending plan for the 2007-08 fiscal year, according to the mayor's office.
Villaraigosa announced in April that he will appoint a gang czar to oversee a $168 million effort to prevent gang violence and provide youth programs.
During his State of the City address in April, Villaraigosa also called on state and federal officials to allocate additional funds to help expand the Homeboy Industries job placement program citywide.
Villaraigosa's anticipated appointment of a gang czar comes in response to a study by the Advancement Project, which found that the city's gang prevention and intervention programs lack accountability and should come under the direction of a single person to be effective. An estimated 40,000 gang members live in Los Angeles.
Villaraigosa's proposed gang intervention efforts also include after-school programs, parenting classes, counseling services, dropout prevention, gang awareness training, tattoo removal, prisoner re-entry and job placement programs.
