Topsfield’s new police chief sets course for next 10 years

From meeting hundreds of his employers at last week’s Town Meeting to trying to find a runaway donkey, the first week on the job for Topsfield Police Chief Evan Haglund was certainly interesting. The donkey call, the second he responded to since being sworn in on Monday, April 30, turned out to be for naught.
“Gone upon arrival, back in its pen so I didn’t have to worry about that,” a smiling Haglund said in his second-floor office overlooking the front yard of the Boston Street police station.
But his appearance at Town Meeting was a greater kick for Haglund since being available and accessible to Topsfield residents is an important part of his job as Topsfield’s top cop.
“That’s what we are here for. We are here to serve the public,” Haglund said.
To better serve the public, Haglund said he would be looking to introduce new training methods as well as pursuing new equipment. The equipment Haglund mentioned includes non-lethal ways of subduing a suspect.
Another way Haglund said he could better serve the citizens is by moving to Topsfield. Haglund lives in Pelham, N.H., where he was police chief for seven of the 28 years he was a member of the southern New Hampshire town’s force.
Haglund succeeds former Topsfield Police Chief Daniel O’Shea who retired in November. Current Tyngsboro Police Chief William Mulligan was Topsfield’s first choice to take over from O’Shea,but the longtime friend of Haglund declined the offer to take the Tyngsboro post.
Haglund, who was the selectmen’s second choice, said he wasn’t bothered that he was a back-up plan.
“Of course not,” Haglund said.
Challenges abound for the new chief, from getting better acquainted with the town’s government to making sure the Police Department is prepared for the future. Toward that end, Haglund said he would be coming up with succession plan that emphasizes hiring from within.
“It’s going to be a feeling-out process for me and my officers and the community, of course,” Haglund said.
At age 52, questions regarding Haglund’s longevity on the job are sure to surface. But Haglund spoke like someone who was going to stick around for a while, saying 10 years was a possibility.
“God willing,” he said. “It’s in His hands anyway.”
As for his style or modus operandi, Haglund called himself an analytical-type person and a strong fiscal conservative.
“I don’t like wasting things,” Haglund said. “Life is too short to waste, no matter what it is.”
