Woman Charged With Embezzlement For Second Time

Bow Woman Convicted Five Years Ago Of Stealing From Employer

CONCORD, N.H. -- A woman convicted five years ago of embezzling more than $15,000 from her former employer has been charged with stealing more than $300,000 at her latest job.

Valerie Frabotta, 38, was spared prison time after pleading guilty to 28 counts of forgery in 2002. She admitted forging numerous checks while working for Nancy Carlisle Interior Plantings.

With Carlisle's agreement, Frabotta was given a two- to four-year prison sentence, suspended for five years; ordered to repay some of the money; and ordered to perform 300 hours of community service. Carlisle's insurer covered the rest of the losses.

Within six months, Frabotta got a job as office manager and bookkeeper for the Capital Regional Development Council, a nonprofit economic development group that recruits businesses to the Concord area.

She was indicted this month on charges of forging council checks totaling more than $300,000 between October 2002 and last month. Court records filed by the Merrimack County prosecutor said she has confessed. Frabotta declined to comment to the Concord Monitor on Wednesday.

Merrimack County Prosecutor George Waldron filed papers May 2 asking a judge to impose Frabotta's suspended sentence. The five-year window for imposing the sentence would have expired May 14.

Frabotta also faces seven-and-a-half to 15 years in prison if convicted on the latest charges.

Niel Cannon, the Capital Regional Development Council's executive director, said his organization performs criminal background checks before hiring employees but was unaware of Frabotta's previous convictions for embezzlement.

The council is still investigating, but it's possible Frabotta's criminal convictions had not been entered into a national database by the time she sought the new job.

Wow this sounds like a lady that lives by me...she stole from one town, then got nailed, ended up moving to Maine, did the same thing.
