By Joao Ferreira SouthCoastToday.com March 22, 2007 11:36 AM New Bedford police arrested a man Monday after allegedly observing him selling heroin to several people and ultimately to an undercover police officer. Police charged Luiz Rivera Perez, 34, of 2114 Phillips Road, Apartment 24, with heroin trafficking over 28 grams, heroin distribution within 500 feet of a school zone, cocaine possession with intent to distribute, and conspiracy to violate the drug laws. Police said they observed Mr. Perez making several drug deals in the city Monday before he sold heroin to an undercover officer. The investigation began after Detective Tyrone Jones received information that corresponded with information left on the anonymous drug tip line that a man was selling both heroin and cocaine in and around the city. Narcotic detectives later watched the man leaving his residence in his 2000 Lincoln LS. Police said he then began meeting up with several individuals, and police observed suspected drug transactions. Detectives had previously been provided with a cell phone number, placed a call and agreed to meet the defendant in a parking lot off of Kings Highway. After the sale to the undercover officer, detectives moved in and arrested Mr. Perez for numerous narcotic violations. Police discovered 11 one-gram bags of heroin, three bags of crack cocaine and $1,037 in cash on him. Police also seized his vehicle at the time of the arrest.
