I have also seen this footage. I believe it is from the " IN THE LINE OF DUTY " series. www.lineofduty.com There are dozens of these training films available to agencies for approximately $95 each.
Oh my GOD she is lucky she didn't kill that guy or her fellow officer

I wonder what she does for work these days? Probably would have gotten swept under the rug if it wasnt for the camera rolling

Looks like somebody needs to go back to academy and pay attention.

Speaking of having her finger on the trigger guard....I never did do that. But I went to inservice one year at Salem PD and a Boston cop (I think he was from Boston but I could be wrong) was training us on DT. We were doing a fake felony car stop and I was the back up car. I didn't have my finger on the trigger guard. He went up and down my a$$ telling me I always should have my finger on the trigger at all times. That's one thing I don't like about MCJTC instructors, some of them train different then others. One girl that went to a class was taught a real screwed up handcuffing technique and had to be retrained by our DT instructor.

I meant to say that I didn't have my finger on the trigger, only the trigger guard. At the academy I was told not to have your finger on the trigger, just the guard until you are about to shoot. This DT instructor told me to do the opposite.
