Ok, when I work the desk, I can often get some VT dispatch centers on the scanner. I often here when there is a traffic stop and info comes back, I hear a listing of out of state convictions being provided.
In MA when I run a plate on our IMC mobile, I'll get a response from the Board of Parole showing if there are any convictions, however not what they are for. I was always under the belief that this info needed to have Probable Cause to be obtained, and in most cases traffic violations didn't constitute PC enough to run a tripple I (NCIC) or in state record being they are mostly civil infractions.
Am I missing something or have I been misinformed? I hate to profile people, but 99% of our job is first interprutations, there are some people that you can tell just by sight that they are up to no good but because of the lack of PC your limited as what you can find out, or do.

You have been misinformed. I believe Q2-1's bring up a BOP summary in addition to all the other info. As standard practice, our dispatchers (MSP through contract) run a full BOP on many MV stops where listing info is requested. However, we usually just run everything through the MDT. If I see a BOP summary of 20, 30, 40+ adult appearances, I'm looking at that BOP. I'm not gonna wait until Mr. Shitbag is chucking lead at my cruiser to see that he has multiple A+B PO, or Assault w/intent to murder, etc. I think you could safely infer that if you see an extensive BOP summary, it could be worth your while to see what youre dealing with. Why fly blind...

IN VERMONT...we get without question the 27L (License Info from anystate) & 28R (Registration info). Warrant checks of course come up. For agencies that have the statewide cad/rms system (Spillman), we can request a cad check that will give us more info if the person is in cad. We can only request III & 29C info if you suspect there is a crime happening, and that is specified when you run the info as a dispatcher. You can't just run it on anyone.

Ok, that clears up alot. We have a scanner in dispatch that will at times receive your radio traffic. I have heard alot of traffic stops that this information has been given. I'm also only receiving the dispatch end of it most of the time.
Our CAD system is quite similar. We use IMC and it is connected to the RMV. When we run a plate or person, we get a reply with the drivers histpry, a picture of the veh owner, and license holder, we also get a BOP (Board of Parole) record showing how many adult and juvenile appearances however it will not tell us what for.
We just added a new function to our cad that is a very useful tool, we can interlink with other participating departments in Hampshire County MA, and view incident reports, log entries, and traffic stops by the participating cities.

Most departments in Vermont are on spillman. There are a few like Burlington & UVM PD that got off of it, but for the most part I can see whats going on anywhere in state. Most agencies here do not have MDT's. Only a handful right now, so there is still a lot of radio traffic.

I'm assuming that spillman is similar to our IMC. I can say that MDTs are nice but we have some rugged terrain that disrupts cell service. Our MDTs are linked via Verizon wireless aircards. Nice thing is, if we are training somewhere away from town and are out of radio contact, I can still message the dispatch ctr via our system. I would immagine that you guys there will also have some difficulty if you use a cell provider for your MDT service. Our command staff now has the palm pilots that are also hooked to our MDT system so they can run plates and have access to the Mass CJIS network. Its kinda cool if your into that technology.

Yes, VT SP & DMV guys are linked up via Verizon. I know springfield PD does it over radio, not sure what the others are using. Verizon doesn't have much in vermont for service, so it is quite spotty.
