Local veteran complains about rough treatment by Veterans Administration police

— A local World War II veteran says he was roughed up by security officers while seeking treatment at the veterans hospital in Bedford.

Peter Angelotti, 83, of Haverhill has a pacemaker for his heart and has trouble breathing. That is why he says he parked his car in a no-parking area at the Edith Nourse Rogers Memorial Veterans Hospital. He said where he parked kept him from having to walk a distance and up a flight of stairs to get to his doctor's appointment.

Angelotti said that as he entered the hospital, he asked a security officer if his parking in the no-parking zone would be a problem. That's when Angelotti says he was grabbed from behind by another officer with such impact that it knocked out his hearing aid, ruining the device.

When Angelotti left, he says he found two tickets totaling $225 inside his car from the officers, and $600 missing from the vehicle.

Hospital spokeswoman Karen Kubik says Angelotti's claims are unfounded and an independent investigation of the Nov. 22 incident told an entirely different story.

Kubik says the officer Angelotti accuses of roughing him up charged the veteran with disorderly conduct, which carries a fine of $175, and also issued a parking violation for $50.

"There was no evidence of any kind of abuse by staff," Kubik said. "There is evidence on our side that his allegations are not true, and we are confident that we have handled it in the proper manner."

Kubik said the officers are federal Veterans Administration police.

Angelotti said he wanted to tell his story in hopes that other veterans will not encounter the same mistreatment. He brought his complaint to Haverhill Veterans Services Agent Michael Ingham, who wrote a letter to the hospital, kicking off the investigation there.

Ingham's letter was forwarded to the office of Congressman Martin Meehan, which is looking into the matter. Ingham said Friday he will leave any further action up to Meehan's office.

"At this point it was turned over to the congressman's office,'' Ingham said. "It's a federal matter because it involved a federal agency (the veterans hospital).''

Meehan's office failed to return calls Friday seeking comment.

When The Eagle-Tribune informed Angelotti that the hospital's review found no wrongdoing, he said he was surprised that no one from the hospital had notified him directly, and maintained that he was mistreated by the guards.

Angelotti is well known throughout the area for his musicianship. He's been playing the trumpet in big bands and jazz bands ever since the early 1940s and still plays with a band from Tewksbury.

That was his mistake, calling them SECURITY.

Yeah it kind-a surprised us here too. The Director was real quick to correct the media about us being federal police officers. Kind of a diamond in the rough here I guess.
