Cruiser Plates - Question

As I was browsing the cruiser gallery I noticed that the Harvard University cruiser doesn't have a police plate. I'm just curious as to why? I thought all police vehicles in MA had either a white or blue colored POLICE plate? While I'm asking, is there a reason why there are blue police plates and white police plates?

Private institution, private plates.
Town cruisers get blue plates, state colleges get the white "state" plates and the MSP's get thier own fancy ones.

It does make the cruiser look pretty strange to have regular passenger plates. A lot of private institutions get passenger vanity plates such as BCPD1, NUPD1, etc. Atleast they look a little more uniform than 123ABC, but they cost the administration about $70 per year instead of $35 evry two years so 123ABC will have to do. It would be nice if the RMV designed a special plate for private colleges since there is a passenger special plate for everything from "I'm animal friendly" to "Invest in children" to everything else you can think of.

Most of the Private institutions have commercial Vanity plates

i.e. HUPD5, MGHPD5, etc..
