I'm looking for copies of proposals that were used to request patrol rifles. I'd also take those for shotguns, they include some notation on the need for extended range firepower.
I'm also interested in articles/studies/facts/stats/anything else that will support my proposal.

Check with Troy Indsutries, the oswer is a MSP Trooper and a good guy. He has all kinds of studies as to the effectiveness of the patrol rifle. http://www.troyind.com/

Damn, SOT...hard act to follow!
My suggestions (and ultimately listen to SOT: he-da-man): M1 carbine w/20 round mag for the big city (semi-jac soft point). M16 variant for rural applications (semi-jac soft point). Shotgun...not so much, just not for me, I prefer a rifle.
20 round mag for either...(allows prone firing position).

I do not agree with all the conclusions but I think it's a good starting point for the discussion.
My main gripes are having the patrol rifle in the vehicle. In many cases that leads to more attempted theft.
I think a lot of departments would do well with a SEMI AUTOMATIC rifle, the down side is I think they should be
14.5 inch barrels which is an NFA length anyway.
Having so many LE being former military, the M4/AR style platforms are prolly best.
20 round magazines should be the "maximum" capacity. They allow for prone use, are less susceptible to spring fatigue.
I don't really know if discarding the shotgun is the best idea, only time will tell. There are instances where a shotgun
is a good thing.
