WILMINGTON -- The police patrolmen's new contract, signed by selectmen on Monday, is a study in compromise.

The patrolmen face a slightly smaller salary change than in the previous agreement, but will still see their paychecks increase by just less than 8 percent during three years.

Those with less than 28 days of accrued time off will now have the choice between accumulating compensatory time or receiving overtime when working extra hours.

And while veterans with at least 15 years of service will still have the option of receiving a 15 percent raise to retire between the ages of 50 and 62, the early retirement incentive will be no more for those hired since July.

The new contract, which is valid through June 30, 2009, is the result of more than two years of negotiations between the town and its police officers.

When the talks got under way, the latter side was represented by the International Brotherhood of Police Officers. By the end of the negotiations, the New England Police Benevolent Association was in charge.

The switch in union affiliation brought the negotiations to a halt for nine months, Town Manager Michael Caira said this week, as the patrolmen split from the superior officers and went through the union-change maneuvers.

The turnover also led the two parties to submit an addendum to the previous contract with Local 318 of the IBPO, extending it through June 30, and giving patrolmen a 2.25 percent retroactive raise.

The new contract with Local 1 of the NEPBA is retroactive to July 1, and awards the patrolmen a 2.25 percent increase this fiscal year, followed by 2.75 percent raises in both fiscal year 2008 and 2009 -- reaching a grand total of 7.95 percent over three years.

A patrolman at step one, who earned $38,205 in fiscal year 2006, will earn $41,243 by fiscal year 2009. A patrolman at the final sixth step, who earned $46,034 in 2006, will earn $49,694 by 2009.

The new contract also includes several smaller changes, including:

* An increase in detail pay to $40 an hour for regular details and $30 an hour for town and school events. Details beginning after 5 p.m. on Christmas Eve and New Year's Eve will be paid $45 per hour starting this July.

* Salaries will now be adjusted on the patrolman's hiring or promotion anniversary. They used to all be adjusted on July 1.

* A requirement that the town provide Master Medical Coverage health insurance has been deleted. Cheaper alternatives are now offered.
