We have a phone receiver next to the 911 on our cruisers. How much that someone will run and and register that.

Many of these "911" graphics are made by a manufacturer, thus their designs are Registered or copyrighted to its creator.

This may be overthinking it a bit, but as a major nascar fan, I know that many race teams have copyrighted and trademarked not only their respective drivers number, but also the font that it appears in. For instance the late Dale Earnhardts famous # 3 is owned, TM'ed, and copyrighted and will never appear on another racecar with out permission. If the number is ever used again, its style and font will be changed. Perhaps the companies that make these decals do the same thing while vyeing for the contract to outfit a Dept.s cruisers.
