Is anyone aware of any schools/programs (covered by the Quinn Bill) which offer off-campus classes or satellite campuses on or around Cape Cod?
I am specifically looking for a Masters program in Criminal Justice or Criminal Justice Management.
Any info would be great.

UMass Lowell, although not in the southeast, has a completley online (so distance wont matter) Master of Criminal Justice Program, which is accepted for Quinn Bill purposes.
Right now, only Northeastern, Westfield State, and UMass-Lowell offer Quinn-approved Masters programs. As Pearl said, the UML option is probably your best bet.
