Anybody from this board know which troopers do Divsion 5 inspections for the RMV on the south shore. I have several question concerning dealer plates that the RMV couldnt answear for me...
Im sorry it is a section 5 inspection...When you have a car dealers license, in order to get Dealer plates from the state you must fill out an application with the state and have your premisis inspected by a state trooper.

"Section 5" is what the RMV calls "Special Plates". People who apply for dealer/repair plates, farm plates, owner/contractor plates, etc. Have to fill out an application with the Registry. The application is then forwarded to the State Police Vehicle Services section, who conduct an "on site" inspection to ensure that the place of business is legit. Otherwise, every guy with a tomato plant would have farm plates, which have marginal insurance requirements.
Vehicle services, incidently, is also the section which conducts school bus inspections. "Section 5" invests are what they do during the "off season".

Im going in front of the town selectman in 3 weeks for a class 2 dealers license. I have set it up as a home occupational business, (helps keep the overhead down since i am just starting up).I have the approvel from the building inspector, planning board and a few other commisions. This location also houses my used vehicle record book. I Do have a storage lot to put vehicles into, but i dont have an office at that location. It is primarily an Internet business with a focus on dealer to dealer transactions, but i was concerned about my eligibility for dealer plates in this new venture. My understanding is that i would not be eligible( going back to your tomato plants thing) but it is a legit business that is just trying to be more effective in controling overhead.

My advice is to bill yourself as a "Wholesale Dealer" The RMV has not caught up with the whole "internet" thing, which is why you were told you would be ineligible. Technically, they are correct. However, it has come up frequently lately that there should be a new category. For the time being "wholesale" best fits your description. Wholesale dealers must be licensed by the town, have office space available, etc. The plates are used primarily in transporting the vehicle from auction, to & from repair, reconditioning, etc. (Business related purposed).
For now, internet dealers have been billing themselves as "wholesale", it avoids many headaches. Just make sure you have insurance.

Thanks for your help, I have been setting myself up as a wholesale dealer. In your knowledge, do you think i might be able to get plates? I can get insurance no problem, Im already approved for the bond, and insurance im all set...Its just a matter of can i get a plate??

Unless something drastic has changed recently you won't get dealer plates. If you have any further questions, go to this site and read # 16 or 90-5 and 540 CMR 18.00.
