Plymout selectman nabbed in major sex sting

By Maureen Boyle, Enterprise staff writer
KINGSTON — In one of the largest stings targeting online predators in the area, 11 men — including a newly elected Plymouth selectman — were nabbed trying to meet what they thought was a 13-year-old girl.

Sean Dodgson, 45, of Plymouth, elected to the Plymouth board this year, was among the 11 men arrested Friday night and Saturday in “Operation Trenchcoat,” a two-month, undercover investigation involving state, local and federal authorities posing as children online. Dodgson, a West Point graduate, beat the incumbent this year by more than 100 votes. He owns a computer company.

Some of the men were arrested in the area of the now closed Bickford's restaurant in Kingston after making arrangements to meet the “girl,” one was arrested in Attleboro and others were arrested at their homes.

The men, ranging in age from 17 to 57, approached what they thought were 13 and 14 year old girls online and tried to lure them into a sexual encounter.

The online chats to the undercover agents were often graphic, detailing sexual acts that would be performed on the “child,” and continued for days, weeks and in some cases months.

The suspects were booked at the Kingston Police Department then taken to the regional lockup at the Plymouth County jail.

“It shows this is a huge problem,” Plymouth County District Attorney Timothy J. Cruz said Saturday night.

Plymouth County Sheriff Joseph McDonald said the effort was an important step in protecting children. “I'm pleased with how this has turned out,” he said Saturday night.

The operation — dubbed “Operation Trenchcoat” — involved more than 50 law enforcement agents, including the state police, Plymouth County Sheriff's department, U.S. Immigration and Customs Enforcement, Marshfield, Kingston, Plymouth and Wareham police and other local authorities throughout the region.

“This was a huge operation,” Cruz said. “I am disturbed by the number arrested but I'm not surprised. It just goes to show how widely spread this is.”

The sting was overseen by state police in the district attorney's office with key work done online by investigators in the Plymouth County Sheriff's Department's High Tech Evidence Analysis Team, or HEAT, as well as by state police and federal customs agents.

McDonald said cooperation between agencies is key in online investigations.

“This works best when we all work together,” McDonald said. “Local, state, county and federal agents all coming together is what is important.

Cruz said the operation also involved troopers assigned to his office, as well as state police assigned to the computer forensic unit and uniformed troopers throughout the state.

The arrests are the latest in Plymouth County involving state Trooper Peter Cooke, assigned to Cruz' office, and members of the Plymouth County Sheriff's Department High-Tech Evidence Analysis Team, or HEAT.

The arrests bring to 28 the number of accused online predators arrested by HEAT and state police since October.

Gerald Puldosky, chief-of-staff at the sheriff's department, said some of the comments made by the online predators are shocking. “It is like a pornographic book,” Puldosky, a former prosecutor with 30 years experience, said. “What they're saying online to what they believe is a 13 year old girl is unbelievable.”

How many have been caught? Don't they read the news?

There is something messed up about this. How many of you even come across teens looking for sex on the internet? I sure don't. The fact that these guys actually know these sites is even crazy, the fact that at this point anybody going to these locations doesn't know there are cops trolling the place is sort of nutty....like what's the chat room/website name?

Kind of goes to show you it could be anyone who is into that. Aside from that MSP Sgt, this guy was an enlisted who got his commission after he went to West Point where he then served in the Ranger Battalion. 17 years in the Army before he got out. Makes my head spin....

He told Fox25 that he was just "testing the system". Gee, I wonder if he called the police when the "system" told him to meet at the mall.

Do the selectman in Plymouth appoint the cops?

I can only imagine what question this selectman would like to ask at the interview panel...

"Let's say you stop a guy waving a bag of candy around at a playground and happen to notice that his pants are around his ankles... would you let him go with a warning"?

Man arrested in Web sex sting told to avoid minors
BY DAVID LINTON/SUN CHRONICLE STAFF

ATTLEBORO -- A 56-year-old man who police allege attempted to solicit sex online from who he thought was a 15-year-old girl was ordered Monday to have no contact with minors -- physically or online.

Salvatore LaRiccia of Medway declined to comment on the allegations against him after he was arraigned in Attleboro District Court where he pleaded innocent. `` The best thing for me to say is `no comment','' LaRiccia said.

Police allege LaRiccia left work at Engineered Materials Solutions on Perry Avenue last Friday afternoon and went to Balfour Riverwalk to meet who he thought was a teenage girl he communicated with online.

Instead, LaRiccia, a married father with grown children who once led an anti-tax group in Medway, met up with an undercover female auxiliary police officer and two detectives who arrested him. (who said all auxiliaries do is building checks) =D>

LaRiccia, who has no prior criminal record, faces similar allegations in Plymouth County, where authorities there arrested 10 other suspects in a sting operation separate from the Attleboro investigation.

He is free on $20,000 cash bail and faces charges of enticing a minor under 16 and attempting to disseminate material harmful to a minor.

LaRiccia was scheduled to appear in Plymouth District Court on similar charges today (Tuesday).

Police and experts in the field of Internet crimes against children say they were not surprised by the number of men arrested in the sting, which included the arrest of a Plymouth selectman.

A study commissioned by the Department of Justice in 2001 found that almost one in five youths, ages 10 to 17 surveyed, received unwanted sexual solicitations while online during the course of a year.

Three percent received an aggressive solicitation involving off-line contact or attempts or requests for off-line contact.

`` The Internet is a pedophile's dream,'' said Attleboro police Detective Sgt. Arthur Brillon.

Brillon said child predators often lurk in Internet chat rooms and on Web sites like myspace.com where children have profiles of themselves, often with photographs.

Brillon, who has two children in college and a 15-year-old at home, recommends parents keep computers with Internet access in a common area where the computer screen can be seen while the child is online.

The investigation into LaRiccia's alleged activities began in late June when a city woman, who has children of her own, notified police about online conversation she allegedly had with him.

During the conversation, police said, the woman identified herself as a 15-year-old girl and the communications were sexually explicit.

The man she communicated with used the screen names `` sal492003'' and `` romeogioseppel,'' according to police.

Brillon took over the communications and assumed the identity of a 15-year-old girl and received, via e-mail, a photograph of a balding man and another photograph of a penis, according to police.

When the man asked for a meeting to have sex, Brillon set it up. Detectives followed LaRiccia as he left from work and drove directly to the park.

He was arrested by detectives Jeffrey Peavey and James Cote as he approached an undercover female auxiliary police officer, police said.

Attleboro police seized LaRiccia's office laptop, a digital camera, a cell phone and six unlabeled compact discs after they executed a search warrant at his office where he has worked since April.

They also seized a digital camera from his car. During booking, they also found a scrap of paper with the name and telephone number of the Crown Plaza hotel in Pittsfield, a cell phone and $298 cash, police said.

LaRiccia is due back in court Aug. 2 with a lawyer.
