Are they free (paid for via the licensing) or does the town have to kick in some cash or equipment?

When we recieved ours a year or so ago it was at no cost to the town.

That's not really true, they are still rolling them out. It seems to be a three year (or more) plan.

Yes when printed it no longer says reason, it says restriction which conforms to the new language in the law.

Why would you need a MIRCS computer if you work for the SPCA. Are you going to issue LTCs to rabbits or monkeys?

We got a MIRCS about 2 years ago and it was because someone at our dept. knew the guy in charge of giving them out
