Police dispatcher charged with having sex in public

SHREWSBURY -- A Northborough Police dispatcher will head to a second arraignment in July on charges accusing him of public sex acts on Memorial Day.

Larry Wayne Ellis, 44, was arrested after Shrewsbury Police Detective Andrew J. Saball said he saw Ellis engaging in oral sex with another man in a "hut-like" contraption made of trees and branches in a public wooded area May 29.

Ellis, of 36 Gibb St., Apt. 17, Worcester, was arrested at the Flint Pond boat ramp on Rte. 20 and charged with open and gross lewdness; lewd, wanton, and lascivious behavior and indecent exposure.

The other man arrested with Ellis was Paul A. Lemay, 58, of 23 Smith Road, Shrewsbury. Lemay was also charged with open and gross lewdness; lewd, wanton, and lascivious behavior and indecent exposure. His pretrial hearing is scheduled for July 7 in Westborough District Court.

Dressed in plainclothes, Saball said he was making a routine check of the boat ramp, which he knows is a popular site for criminal activity -- involving narcotics and sexual acts -- over the past couple months.

Saball saw a red Subaru parked toward the end of the lot, which he remembered seeing exit the same lot on several other occasions, including the prior day.

Then he saw people through a clearing in the woods, behind about 50 yards of brush and trees, and entered the area via a path he said was "well-traveled."

"I then observed behind a stone wall and next to a tree that was built up with other branches to resemble a hut, two white males engaged in oral sex," Saball said.

He also witnessed a third, younger man with those two, but not participating.

"I could observe the parking lot from this location, which had several other vehicles unloading boats and people with children in the parking lot.

"(I) then walked up to...them and announced myself as a police officer and advised them to get dressed and sit down. I observed the younger man start to walk away fast from us, and I had him come back and sit down as well," Saball said.

Police arrested Ellis and Lemay. The third man was not arrested because Saball said he did not see him committing any unlawful sexual acts.

A 12-year employee of the Northborough Police Department, Ellis has been put on paid administrative leave, according to Town Administrator Barry Brenner.

Ellis already had an arraignment in Westborough District Court with a court-appointed attorney the day following his arrest, but was granted a second arraignment with a private lawyer July 7.

Ellis had no comment.

During his booking, Saball noted Ellis told police he "does not do this very often, and does not go into the woods very often as well."

Speaking of that, what ever happened with that Fall River Lt that was busted in a rest stop on 195?

These people need to quit giving their dept's black eyes, sorry for anyone that needs to work in these people's wake...
