I am currently on active duty (Air Force) and scheduled to attend the Lowell Police Academy on the 5th of June. In order to get released from the military early I need to show them in writing who certifies the MPTC. Does it fall under any vocational or trade school certification? Or is it under the MA Dept of Higher Education or anything like that? If somebody knows please advice.

The MPTC is the agency that does the certifying regarding police training.
The MPTC is a State agency.
Tell whomever asks to refer to MGL chap 6 sect 116 which establishes the MPTC
