Some people may think this is duplicity but it isn't since the reg is revoked therefore car is unregistered. Now how about if you catch someone with a suspended or revoked driver's license. Do you guys charge them with just Suspended or also 90/10 Unlicensed. I only charge them with suspended but i heard officers charging them with both. Just curious to your input on this.

I don't think charging someone with Unlicensed would fly because there is a specific statute for Oper after Suspension. That would be like charging a shoplifter with Shoplifting and Larceny Under.

I don't go with unlicensed, since technically one could argue that they ARE licensed, they have a license with an expiration date in the future, however their right to operate is temporarily suspended. My guess is if you charged them with both the unlicensed would get knocked off by the court.
I usually reserve unlicensed for (a) suspended out of state with no status in MA, (b) no license at all, (c) operating on a permit w/o licensed operator, (d) certain restriction violations such as the Cinderella license violation, or JOL time restriction, "Not Duly Licensed", (e) expired and unrenewed license.
