ok, I have looked over Ch 22C and I am having problems figuring it out.

What is the difference between State appointed Special Police and a Town Special Police? I thought they were the same.

I understand where State Specials get thier powers from. I am asking about the Towns. I cannot find any literature on this.

Basically I was talking to somebody and I realized I had been getting the two mixed up.

Well, since Boston specials get their powers from the Boston Police (Rule 400), I would imagine town specials are the same way.
