I know a bit about some of this in a round about way. The reason they have a "police force" is because one of the rich guys can't get guns in CA. One of the exemptions for certain types of "cool guy" guns that this dude wants. I think in Cali you can have "specials" that patrol for a given area of town and or company. So they form a NFP to provide some service then have a police force to help that service, making an end run aroud some gun laws. I'm VERY surprised they didn't find any guns. The end all it to become "police" so they can carry guns and get some patrol rifles.
