Foster father charged with rape

SPRINGFIELD - A Sixteen Acres man who was recognized in May by the state Department of Social Services as an "all-star" foster parent has been charged with the statutory rape of one of the foster children who had been under his care, officials said.

Chris Duhart, 43, of 25 Driftwood Road, was arrested by Springfield police on Jan. 27 and charged with statutory rape of a child.

He was arrested at police headquarters following an interview in which he told police he had sexual contact with the foster child, according to police reports.

At his arraignment on Jan. 30 in Springfield District Court, he pleaded innocent and was ordered to appear in court on March 2.

The two foster children assigned to Duhart and his wife have been reassigned to a new foster home, said Department of Social Services spokeswoman Denise Monteiro. The couple's two biological children are being allowed to remain at home in the custody of their mother, providing Duhart leaves the home and has no contact with them, she said.

Duhart and his wife, Yvette, were honored as outstanding foster parents by DSS and the Massachusetts Society for the Prevention of Cruelty to Children in May at the annual Foster and Adoptive Parent Recognition Awards Brunch in Framingham.

The couple were among 39 foster parents praised as "Foster Parent All-Stars" for their work in "providing a safe and secure environment to foster children in transition," according to a June 1 article in The Republican. Presenting the award was the state Social Services Commissioner Harry Spence.

Monteiro said DSS conducted a review of the Duharts before they were allowed to become foster parents in 2001.

There was nothing in Chris Duhart's background to bar him from being a foster parent, she said. "He had a clean record," Monteiro said.

She downplayed the significance of the all-star award, saying they are handed out each year to foster parents from each DSS region statewide as a way to recognize foster families and "give them a boost."

She said that Chris Duhart was not recognized individually, but as part of a husband-and-wife team. She said Yvette Duhart did "most of the leg work" in terms of caring for the foster children.
