From City Sergeant To A Campus Police Chief...

Greetings all,

Be it for the better, be it for the worse, the HCCPD will have its first Chief of Police... OOPS!... I mean Director of Public Safety (In sixteen years) walk through the doors on Monday, January 02, 2006.

HCCPD's new Chief comes from the ranks of the Hadley Police Department, Hadley, Massachusetts and works as an instructor for the Massachusetts Police Training Commission at the MPTC Western Mass Regional Police Academy.

So, anyone care to share any war stories about the HCCPD's new Chief of Police, Ralph "Buddy" Gould?

While this was originally posted in the University & Campus Police Forum, I did not get much of a response. As Chief Gould has taught at the Massachusetts Police Training Commission at the MPTC Western Mass Regional Police Academy, I was hoping that someone in the Municipal Police Forum could shed some light on HCCPD's new Chief.

Ditto...But I have worked with Sergeant Gould and he seemed to be "on-the-level" to me. But then, I never worked for him...perhaps you should poll the Hadley guys...

Sorry, I should have said the whole name, and not HCCPD. As I posted, this thread started in the University & Campus Police Forum. HCCPD=Holyoke Community College Police Department.

However, seeing as most campus police officers go to the SPA in New Braintree for training, as opposed to going to the Massachusetts Police Training Commission for training, not many of the campus police officers would have had a chance to be taught by (then Sgt.) Chief Gould.


Sorry for any confusion...And thanks in advance for any tid-bits you can share.

I went to school with Buddy at G.C.C. (Sorry, Greenfield Community College) in 96-97'. Never worked with him. Been to "Choir Practice" at an Amherst Establishment with him as well. Seems like a good guy, but again, I never worked with him. He is VERY knowledgable in OUI-L and OUI-D. I think at one point in time he was one of two or three DREs (Drug Recognition Expert) in the state. I haven't spoken to him in probably seven years. Never heard a bad word about him. In fact, I thought he was in line for the chief's job in Hadley.

DRE? Expert at OUI-L and OUI-D? HCC will have different dynamics to deal with.
Ask the new Chief how he is going to handle a riot situation, like when the students were protesting military recruiters at HCC, and the entire MSP patrol from B Troop showed up in hats and bats to quell the disturbance.

Sinepari, I'm not sure how the new chief would handle the situation. Never asked him. Next time you head over there for a disturbance Colonel (i.e. your job; state school=state police), you can do it yourself. If it's too much of a burden for you, I'm sure the Holyoke Police would gladly assist if they were not too busy dealing with gang shootings, fights and domestics. I was making a statement about his specific expertise. That, along with the type of guy he is, was the point of the thread. Becoming an expert happens when you have been trained in a specific discipline and have applied it over a lengthy period of time. It doesn't happen after ONE YEAR on the job. You must be a trip to work with with all your expert advise.

WTF is up your ass? Can't a guy ask a ligitimate question, about the very real possibilities that exist at his new assignment? There happens to be an MSP paid detail every time the recruiters show up there now.

What advice did I give? Keep your hostility to yourself, I'm not biting.

Irsih is right, I know Buddy personally, and like anyone else I am sure he will use his experience, wisdom and all the other stuff a chief would use to deal with any type of situation. Just because his area of expetise in one disipline does not mean he can't deal with another area. He is a very squared away cop.

How is this different than the way MSP handles ANY disturbances?? You call, they come. You don't ask them to send the Huggy Bear love troop. And it doesn't matter if it's a State School or not. When I worked Campus Police (Private College) we had a disturbance (riot) where 29 Officers from 7 different agencies responded (including MSP). The Troopers came in swinging and spraying, which is exactly what we needed.

I think Buddy will do a great job as chief. He was one of my head instructors in the academy and he did a great job. I know a few people who worked under him in Hadley and they stated he was a great guy to work for. Congrats to Chief Gould.

Buddy Gould was my training officer out of the MPOC and he is both a "cops cop" and a veteran of the one arm MV extraction. As for dealing with riots in Hadley, you must remember that Hadley falls between "The Peoples Republic of Northampton" and "The Republic of Amherst." Further, the UMASS Stadium is in Hadley as well as hundreds of commercial businesses along Route 9. Thus, they have their fair share of roits and disgruntled hippies.
In short, I am very sad to hear that the Sarg is going to a Campus, but HPD is run by a Farmer, not a Chief. The Farmer is threatened by the Sarg and will therefore never promote him to the vacant LT slot. He actually made another Sgt. instead of promoting Buddy to LT.!! I have moved on but HPD could be a great PD someday...

That's too bad politics interferes with HPD...they have their hands full usually and the guys I've met out there are pretty willing to help us out and vice versa when needed.
