    bill, this was the first google listing's first paragraph

    in common law jurisdictions, the practice dates back to medieval Britain and the English common law, in which sheriffs encouraged ordinary citizens to help apprehend law breakers.

    we have no place for it in this time and with cellphones and cameras so prevelant, as credo stated

    police have cars, not horses, direct radio contact is not a new technology anymore...
